Applications being accepted—Skilled Trades

To avoid backlogs and ensure fast processing times, we will accept no more than 3,000 complete federal skilled trade applications to process in the first year (from January 2, 2013 to January 1, 2014).
Within the 3,000 cap, no more than 100 new applications for each job under Group A below will be considered for processing. There is no sub-cap for jobs under Group B.
Group A includes 17 jobs with a moderate labour market need. Group B includes 26 in-demand jobs. In total, 43 jobs will be eligible to apply under the Federal Skilled Trades program in the first year of the program. The specific codes from the 2011 version of the NOC are provided below as you must include this in your application form.
The caps apply whether or not people have a qualifying offer of employment or a certificate of qualification from a provincial or territorial apprenticeship authority.
Applications will be processed in the order we receive them.
Group A – Jobs with sub-caps of 100 applications each (and their corresponding 2011 NOC code)

Determine your eligibility — Skilled trades

The Federal Skilled Trades Program is for people who want to become permanent residents based on being qualified in a skilled trade.
Note: to avoid backlogs and ensure fast processing times, we will accept no more than 3,000 complete applications for processing in the first year (from January 2, 2013 to January 1, 2014).
Within the 3,000 cap, no more than 100 new applications for certain jobs will be considered for processing each year. There is no sub-cap for other skilled trades. See which applications we are currently accepting.
To apply, you must:

• plan to live outside the province of Quebec (Note: The province of Quebec chooses its own skilled workers. If you plan on living in Quebec, see Quebec-selected skilled workers for more information),
• meet the required levels in English or French for each language ability (speaking, reading, writing, and listening),
• have at least two years of full-time work experience (or an equal amount of part-time work experience)* in a skilled trade within the five years before you apply,
• meet all job requirements for that skilled trade as set out in the National Occupational Classification (NOC), and
• have an offer of full-time employment for a total period of at least one year** or a certificate of qualification in that skilled trade issued by a provincial or territorial body.

*“Full-time work” means at least 30 hours of work over a period of one week, or an equal amount in part-time, paid work experience. For example:

• if you worked 15 hours per week in one job over four years, or
• if you worked a total of 30 combined hours per week in more than one job over two years.

**Up to two employers can commit to employing you for at least one year of continuous full-time work, meaning at least 30 hours of work over a period of one week.
National Occupation Classification (NOC) requirements

Skilled Trades currently eligible for the FSTP are organized under these major groups of the NOC:

• Major Group 72, industrial, electrical and construction trades,
• Major Group 73, maintenance and equipment operation trades,
• Major Group 82, supervisors and technical jobs in natural resources, agriculture and related production, and
• Major Group 92, processing, manufacturing and utilities supervisors and central control operators.

These major NOC groups are subdivided into different occupations. In total, 43 jobs (with specific NOC codes) will be eligible to apply under the FSTP in the first year of the program. We will accept no more than 100 applications for certain occupations. Other jobs do not have a limit of 100. See which applications we are accepting.
FSTP applications must be made based on the 2011 version of the NOC. However, if the application includes a Labour Market Opinion from Human Resources and Skills Development Canada based on the 2006 version of the NOC, it will be accepted by CIC as long as the applicant’s occupation corresponds to a 2011 NOC code that is eligible for the program.
Language testing

You must show you meet the minimum requirements in English or French for each of the four language abilities:

• reading,
• writing,
• speaking, and
• listening.

To do this, you must take an English or French language test from an organization approved by CIC. You must then include the results of your test with your application.
Inadmissibility

Some people are inadmissible—they are not allowed to come to Canada. Several things can make you inadmissible, such as being involved in criminal activity, in human rights violations or in organized crime.
You can also be inadmissible for security, health or financial reasons. Find out more about inadmissibility.
Do not apply under the Federal Skilled Trades Program if you are not admissible to Canada.

Note: As of July 1, 2012, Citizenship and Immigration Canada (CIC) has temporarily stopped accepting applications for the Federal Skilled Worker Program (FSWP). This temporary pause does not apply to those with a qualifying job offer or applying under the PhD stream. We will likely start accepting applications again when the revised FSWP selection criteria take effect. Proposed FSWP changes should come into force in 2013.

News Release — New Federal Skilled Trades Program Accepts Applications Starting Today


Ottawa, January 2, 2013 — The brand-new Federal Skilled Trades Program begins accepting applications today, announced Citizenship, Immigration and Multiculturalism Minister Jason Kenney.
“The new Skilled Trades Program will address serious labour shortages that some regions of the country are facing, and will help grow Canada’s economy,” said Minister Kenney. “These long-overdue changes are part of the government’s plan to build a fast and flexible immigration system that is responsive to the needs of Canada’s economy. Canadian employers have long been asking for ways to get the skilled tradespeople they need to meet demands in many industries across the country. We’ve listened to their concerns and created this program in response.”
In the program’s first year, CIC will accept applications from up to 3,000 people in specific trades. The occupation list was designed to reflect current labour market needs and ensure the program delivers a diverse range of skilled tradespeople to fuel Canada’s economy. Within the 3,000, there will be no limit on 26 in-demand occupations, while 17 occupations will be subject to sub-limits of 100 applications each. In total, there are 43 occupations eligible for the Federal Skilled Trades Program. Applications are expected to be processed within 12 months.
In addition to being qualified for an eligible occupation, Federal Skilled Trades Program applicants must demonstrate basic language proficiency in either English or French at the Canadian Language Benchmark (CLB) level 5 for speaking and listening, and CLB 4 for reading and writing. This is due to the overall importance of language as a determinant of immigrant success and general health and safety reasons. CLB 4 is considered basic proficiency while those with CLB 5 can more effectively participate in and understand routine conversations.

Other criteria include: a valid offer of employment in Canada or a certificate of qualification from a province or territory in a qualifying skilled trade; at least two years of work experience in the occupation within the last five years; and meeting the employment requirements set out in the National Occupational Classification system, with the exception of licensing requirements, which are addressed separately.

“The Federal Skilled Trades Program is yet another tool in the Canadian employer’s toolkit to find the workers they need to build Canada’s future economy,” said Minister Kenney. “This new program, along with all other changes we are introducing, will help us move towards an immigration system that better supports Canada’s economic growth and long-term prosperity.”

Kanada volna a terroristák új bázisa?

Bár a múlt heti algériai túszdráma részletei még mindig elég zavarosak, az egyik, egyelőre még nem tisztázott történetszál komoly aggodalmakat ébresztett az érdeklődő közvéleményben. Az algériaiak szerint a terroristák egyik vezére egy kanadai férfi volt. Bár Kanada egyelőre ezt még nem tudta megerősíteni, a helyi szakértők szerint számítani lehetett a kanadai terroristák megjelenésére. Az ország laza bevándorlási politikája és francia-angol kétnyelvűsége miatt is vonzó célpontja az észak-afrikai iszlamistáknak.

Ez a National Post beszámolója szerint egyre frusztrálóbb feladattá vált. Az információk valóságosságának igazolásán dolgozók munkáját nehezíti, hogy az algériai hatóságok egyelőre még csak a neveket sem közölték, arról nem is beszélve, hogy azt sem, mire alapozzák állításukat. „Meghaltak? Megpróbáltak megszökni? Rossz felé fordultak, és eltévedtek a sivatagban?” – sorolta a kérdéseket a kanadai miniszterelnök egy neve elhallgatását kérő munkatársa. A lap értesülései szerint amúgy mindenképpen szükség lesz DNS- és fogászati vizsgálatokra is.
A Moncton News szerint a szakértők egy ideje már tartottak attól, hogy a közeljövőben kanadaiak is szerephez juthatnak a dzsihádista terrorizmusban. Az ottawai Insignis Stratégiai Kutatóintézet terrorizmus-szakértője, David Harris szerint az ország nyitott határai és francia-angol kétnyelvűsége vonzó lehet az egykori észak-afrikai francia gyarmatokról érkező szélsőségeseknek. A francia antiterrorista nyomozóügyész, Jean-Louis Bruguičre például az észak-afrikai terrorizmus egyik csomópontjának nevezte Montrealt. Négy éve egy Momin Khawaja nevű kanadait már tíz év börtönre ítéltek Nagy-Britanniában, mert társaival műtrágyából készített bombákat akart robbantani.
Háztáji terroristák

„A kanadai szerepvállalás a tengeren túli terrorizmusban egy ideje egyre nő” – nyilatkozta a CTV Newsnak a torontói Mackenzie Intézet szakértőja, John Thompson. A Daily Brew blog szerint épp ezért Kanadában nem is okozhat igazán meglepetést, ha a Csedadról szóló hírek igaznak bizonyulnak. „Kanada komoly szereplőket küldött a terror elleni háború mindkét térfelére” – írta.

Kanada eddigi legismertebb terroristái a Khadr család tagjai voltak. A családfőt, az al-Kaida egyik pénzszerző emberét, Ahmed Said Khadrt 2003-ban a pakisztáni hadsereg ölte meg az afgán határ közelében. Négy fia is terrorista lett, a gyilkossággal vádolt Omar, a második legfiatalabb tíz évet töltött a guantanamói fogolytáborban, mielőtt tavaly szeptemberben kanadai őrizetbe adták.
De veszélyt nemcsak a bevándorlók jelentenek, akik közül többekkel szemben is felmerült a terrorizmus gyanúja. Ahogy Nagy-Britanniában, úgy Kanadában is létező jelenség, hogy a dzsihád üzenetével Kanadában született, vagy gyerekkoruk óta ott nevelkedő fiatal muzulmánokat hódítanak meg maguknak a szélsőségesek. Steve Mertl, a Daily Brew szerzője már kilenc évvel ezelőtt riportot közölt két, Vancouverben nevelkedett fiatal kanadairól, akik Csecsenföldön harcoltak az oroszok ellen.
A National Post pedig tavaly közölt nagy cikket a muzulmán hitre tért William Plotnikovról, aki aztán Dagesztánban vesztette életét a dzsihádisták oldalán az oroszok elleni harcban. A kanadai szomáliaiak közössége pedig amiatt aggódik, hogy a Szomáliát uraló al-Sabab milícia gyermekeik között toboroz új harcosokat.
A kanadaiak, ha máskor nem, legkésőbb 2006-ban szembesülhettek a dzsihád jelentette fenyegetéssel. Akkor a kanadai titkosszolgálat és a rendőrség közös erővel, 82 200 telefonbeszélgetést lehallgatva számolta fel a később a „Torontói tizennyolcak” néven elhíresült csoportot, melynek Kanadában élő muzulmán migránsok voltak a tagjai és amelyik teherautókba rejtett pokolgépeket akart robbantani Toronto belvárosában.

Két hónapra Edmontonba látogatnánk a nyári hónapokban. Egy idős rokont látogatunk meg, így ő sajnos nem tud segíteni nekünk a következő kérdésben. Gyermekeimet (tíz és hét évesek) szeretném valamilyen nappali táborba adni, hogy gyakorolhassák az angol nyelvet. Kocsit nyilván bérelni fogunk, a lakhatás megoldott (már le van kötve a bérelni kívánt ház). Tudtok esetleg valami tippet?

Elnézést kérek, ha rossz topic-ba írtam a levelem, de sajnos nem találtam olyan témát, ahol a mindennapi élettel foglalkoznának.
